The research organization Cfore conducted a survey in 9 cities i.e Delhi, Mumbai, Bengaluru, Hyderabad, Gurugram, Noida, Chennai, Kolkata and Pune to rank
the top Preschools. In all 5689 teachers of pre-schools and parents of children attending a pre-school were interviewed using a structured questionnaire.
The preschools were assessed under following 10 parameters whose description and corresponding weightage is also given.
Description of Parameters
Competence
and Relationship:
This parameter assesses teachers’ qualifications, training, and pedagogical knowledge, as well as their understanding of child development principles. It examines how effectively teachers create a nurturing, supportive, and caring environment for children. Additionally, it evaluates teachers’ ability to build trust and maintain positive relationships with students, ensuring that every child feels safe, valued, and motivated to learn. This parameter also considers the school’s commitment to providing ongoing professional development and emotional support for teachers.
Relevant
Curriculum:
This parameter evaluates the effectiveness of the curriculum and pedagogical approaches in supporting early childhood development, with a focus on fostering creativity, critical thinking, communication, and collaboration. It emphasizes the use of play-based and experiential learning, as well as sensory exploration, to meet the developmental needs of young learners. The school’s ability to adapt and integrate age-appropriate teaching strategies—such as moderated use of technology and interdisciplinary approaches—is also assessed.
Additionally, this parameter examines how effectively the school promotes early literacy and numeracy through engaging, play-based activities, including storytelling and hands-on learning experiences. It evaluates the curriculum’s success in helping children develop foundational skills in reading, writing, and mathematics while ensuring that learning remains enjoyable, meaningful, and stress-free.
Governance:
This parameter evaluates the school leadership’s vision, philosophy, integrity, and capacity to create a child-centred learning environment. It examines how effectively leadership supports pedagogical systems, provides meaningful support to teachers, and ensures that discipline and routines are implemented in a positive and developmentally appropriate way. It also considers the school’s efforts to foster a culture of kindness, inclusivity, and strong community partnerships among staff, students, and families.
Growth Environment:
This parameter evaluates the school’s commitment to supporting both the professional and personal growth of its teachers. It encompasses initiatives such as teacher wellness programs, ongoing professional development opportunities, fair and competitive compensation, and avenues for collaboration and exchange programs. A strong emphasis on fostering a positive work culture, encouraging creativity, and providing consistent emotional and professional support is central to this assessment.
Additionally, this parameter examines the school’s efforts to ensure that teachers remain current with modern pedagogical practices, including play-based learning, effective technology integration, and differentiated instruction.
Education:
This parameter evaluates how effectively the school tailors learning experiences to each child’s individual pace, interests, and developmental needs. It considers the use of individualized and small-group instruction, ongoing assessment, and targeted support for diverse learning styles and abilities. The parameter also reviews teacher-student ratios, class size, and the extent to which the school systematically tracks each child’s cognitive, social, and emotional development.
Participation
and Education:
This parameter assesses the school’s effectiveness in fostering strong partnerships with parents. It evaluates efforts to engage parents in their child’s learning through regular communication, workshops, and collaborative opportunities. It also considers the school’s transparency in policies, frequency of updates on student progress, and responsiveness to parent feedback and involvement.
This parameter assesses the quality of the learning environment, focusing on how effectively it promotes creativity, exploration, and curiosity. It evaluates both indoor and outdoor spaces for safety, cleanliness, and the presence of age-appropriate materials that encourage active, hands-on learning. The availability of outdoor learning opportunities, sensory experiences, and unstructured play is considered essential in this assessment.
& Facilities:
This parameter evaluates the quality, safety, and maintenance of the school’s physical infrastructure, including classrooms, playgrounds, and learning materials. It considers how well spaces are designed to meet young children’s physical and developmental needs, ensuring cleanliness, safety, and child-friendly facilities such as child-sized furniture, appropriate bathrooms, and secure play areas.
It also assesses the quality, variety, and accessibility of classroom resources. This includes whether learning materials—such as books, toys, art supplies, and manipulatives—are age-appropriate, safe, engaging, and supportive of creativity, problem-solving, and exploration. The evaluation considers how well resources are organized, whether children can independently access and use them, and the inclusion of culturally diverse materials that reflect different backgrounds.
